Cost per lead is one equation: cost per click divided by conversion rate. Every lever below pulls on one of those two numbers. They are ordered by how fast they usually pay back.
Levers that raise conversion rate
1. Send each campaign to a dedicated landing page. 2. Put the form above the fold and cut it to the fields sales actually needs. 3. State the price or a range. 4. Add a lower-commitment offer such as a 15-minute call. 5. Get mobile load time under two seconds. 6. Add proof: named reviews, case numbers, accreditations.
Conversion rate is the cheaper half of the equation to move. Going from 3% to 6% halves cost per lead instantly and permanently.
Levers that lower cost per click
7. Add negative keywords weekly. 8. Move money terms to phrase and exact match. 9. Cut geographies with clicks and no leads. 10. Pause the bottom 20% of keywords by cost with zero conversions over 90 days. 11. Improve ad relevance so quality score lifts and CPC falls. 12. Run ad schedules against the hours your team can answer.
Levers inside the bidding
13. Give Target CPA a realistic target — set it 20% above your current actual, then step it down 10% a week. Dropping it by half overnight stops delivery. 14. Consolidate thin ad groups so conversion data pools instead of scattering.
The lever most accounts are missing
15. Feed lead quality back into the account. If all you count is form submissions, bidding chases the cheapest form submission. Import qualified and closed stages with values, and the algorithm starts buying customers instead of enquiries.
Reported cost per lead often rises when you do this while real cost per customer falls. That is the correct trade, and it depends entirely on your attribution and measurement setup.
What to expect
In an untouched account, the first six levers typically remove 20–40% of cost per lead within a month. The bidding and measurement work compounds more slowly but holds.
If cost per lead is high and nothing above applies, the issue may be the market: check whether your offer is genuinely competitive against the other ads on the page.
