Google Ads Not Generating Leads? 15 Reasons Why

April 20, 2026 · 11 min read · by Prakhar Kirsali

Short answer

Google Ads not generating leads is usually one of three things: conversions aren't being tracked correctly so leads exist but go unrecorded, traffic is arriving with the wrong intent because of broad match or poor targeting, or the landing page and offer are asking for more commitment than a first-time visitor will give. Work through tracking first, then targeting, then the page — in that order, cheapest checks first.

When a Google Ads account spends money and produces nothing you can point to, the cause is rarely mysterious. In practice it's one of about fifteen things, and often three of them are happening at once.

This article is my audit order for google ads not generating leads: cheapest and most common checks first, because they're frequently the answer. If you work through it in sequence rather than guessing, you'll usually find the fault inside twenty minutes.

A quick note before the list: "not generating leads" and "not reporting leads" are different problems with very different fixes, and confusing the two wastes money on changes that were never needed.

Start with google ads not generating leads as a tracking question, not a strategy question

Before you touch keywords, budgets or ad copy, confirm whether leads are actually missing or just invisible. In roughly a third of the accounts I look at where the owner says google ads clicks but no conversions, the leads are arriving — in an inbox, a voicemail, a CRM — and the account simply isn't recording them.

Check your inbox, call log and CRM against the reported conversion count for the same date range. If real leads outnumber reported conversions, this is a conversion tracking problem, not a Google Ads not converting problem, and every fix below should wait until it's resolved.

1. Conversions aren't firing at all

The tag was never installed, was removed in a site rebuild, or references a page that no longer exists. Google Ads will show zero or near-zero conversions even though the campaign is otherwise healthy. Use Tag Assistant or GTM's preview mode to confirm the tag fires on the actual thank-you page.

2. The tag fires on page load, not on submission

If the conversion tag sits on a page that loads regardless of whether the form was submitted, you'll see conversions from people who simply visited and left. This inflates the count in the opposite direction and hides genuine google ads not converting problems behind fake wins.

3. Phone calls aren't tracked

For plumbers, dentists, HVAC firms and most local service businesses, phone calls are the majority of real leads and the easiest thing to leave untracked. Without call tracking, the account looks like it's producing far fewer leads than it actually is.

4. Consent mode is blocking tags

Since consent banners became standard, accounts running Consent Mode without conversion modelling configured correctly can under-report by a significant margin, particularly in markets with high cookie-rejection rates. This is worth checking in GA4 and Google Ads together — see our guide to GA4 and Google Tag Manager conversion tracking for the detail.

The targeting reasons behind PPC not generating leads

Once tracking is confirmed accurate, the next most common cause of PPC not generating leads is traffic that was never going to convert in the first place — visitors who clicked but had no intention of buying, calling or filling in a form.

This is where match type discipline, geography and campaign type settings do most of the damage, usually invisibly, because the click still shows up as "traffic" in every top-line report.

  • 5. Broad match with no negative keyword list — buying research and DIY-intent traffic that was never going to convert
  • 6. Location targeting set to "presence or interest" instead of "presence", so you pay for clicks from people researching your city from another country
  • 7. Keywords describing your industry ("HVAC company") rather than the customer's problem ("furnace not heating")
  • 8. Display Network left switched on inside a Search campaign — still the single most common budget leak in accounts built through the platform's guided setup flow
  • 9. Keywords with commercial intent mixed in with informational ones, diluting Quality Score and dragging down the whole ad group

The budget and bidding reasons

Google Ads not working is sometimes a mechanical problem rather than a message or audience problem — the campaign simply isn't being given a fair shot at the auction. This shows up as low impressions, low search impression share and inconsistent delivery day to day.

10. Budget too thin to compete, producing a handful of impressions a day in a competitive category. 11. Target CPA set well below what the market will actually bear, which causes the algorithm to under-serve the campaign rather than overspend. 12. Bidding strategy changed every week or two, keeping the campaign permanently stuck in the learning phase and never allowed to stabilise.

Stability matters more than cleverness here. Pick a strategy, fund it adequately, give it three full weeks, then judge it on the numbers rather than on impatience.

The landing page and form reasons

This is where PPC troubleshooting most often stalls, because the ads and keywords can be entirely correct while the destination quietly loses every visitor who arrives.

13. Traffic sent to the homepage instead of a page built for the exact search. 14. A form with nine fields, including a phone number the visitor knows you'll call anyway, which suppresses submissions from people who'd have converted with a three-field form. 15. A slow-loading mobile page where the form sits below three screens of scrolling — most local and service-business traffic is mobile, and most owners have never actually tested their own funnel on a phone using mobile data as a stranger would.

Test it yourself before changing anything else

Open the ad on your phone, on mobile data, in an incognito window. Time how long it takes to reach the form and how many fields stand between you and submission. Most accounts I inherit have never had this basic test run by the person managing them.

The offer reason nobody budgets for

The final and most overlooked item on this list: the offer itself might be asking for more commitment than a cold visitor is willing to give. "Request a quote" from an unfamiliar supplier is a bigger ask than most advertisers admit, especially against competitors offering a free estimate or an instant price range.

A checklist, a fixed starting price, or a short diagnostic call typically converts far better than an open-ended "get in touch". If competitors in your market offer free estimates and you're asking for a paid consultation upfront, the auction was never your real problem — the offer was.

How to work through the list without breaking what's working

Don't fix all fifteen at once. Verify tracking first, fix the single largest leak, then wait two full weeks before touching anything else. Sequential changes let you see what actually worked; simultaneous changes teach you nothing and often mask a genuine improvement with a genuine regression happening at the same time.

If your account also shows clicks arriving but nothing converting, read this alongside our piece on how to reduce cost per lead in Google Ads, since a chunk of the same fifteen items double as CPL drivers once tracking is confirmed clean.

When to get a second pair of eyes on it

If you've worked through the tracking checks and the account still isn't producing bookable leads, the fault usually sits somewhere in targeting, bidding or the page — and it's genuinely hard to see your own account clearly after staring at it for months.

A paid media account audit goes through exactly this list, documented, with each fix ranked by expected impact rather than presented as a wall of generic recommendations. It's also worth reading our related guide on google ads for local business if calls rather than form fills are your main lead source, since call tracking gaps are one of the most common causes on this whole list.

If you'd rather talk it through than read another checklist, book a 30-minute strategy call and bring your last 30 days of search terms — we can usually spot the biggest leak before the call ends.

Frequently asked questions

Why is my Google Ads campaign getting clicks but no conversions?
This is almost always tracking, targeting or the landing page. Confirm first whether leads are actually arriving through other channels (inbox, phone, CRM) and simply not being recorded — that's a conversion tracking fault, not a lead-generation fault. If tracking is confirmed accurate, look at match types, the page, and the form next.
How long should I wait before assuming Google Ads isn't working?
Give a new or recently changed campaign at least two to three weeks once budget, bidding and tracking are all confirmed correct. Judging performance during the algorithm's learning phase, or after weekly bid-strategy changes, produces misleading conclusions almost every time.
Can broad match keywords cause google ads not generating leads?
Yes, very commonly. Broad match without a solid negative keyword list pulls in research and DIY-intent traffic that clicks but rarely converts. It can work well with strong automated bidding and tight conversion data, but it's risky on a new or thin account.
Is it normal for phone leads to not show up in Google Ads reporting?
It's common, but it shouldn't be normal. Without call tracking configured — either through Google's call reporting or a third-party service — phone leads are invisible to the platform, which makes local and service-based accounts look far less effective than they actually are.
Should I pause my campaign if it's not generating leads?
Only after confirming tracking is accurate and the campaign has run long enough to exit the learning phase. Pausing too early usually just restarts the learning clock on whatever replaces it, without fixing the underlying issue.
What's the single most common reason PPC stops generating leads after working well before?
A tracking break caused by a site update, a new consent banner, or a developer editing the tag container without telling anyone. Performance looks like it collapsed when in fact the leads are still arriving but no longer being recorded.
