Meta Ads Agency vs Freelancer: Costs, Pros & Cons

August 24, 2026 · 10 min read · by Prakhar Kirsali

Short answer

A Meta ads freelancer typically costs $600-$2,500 a month (or £500-£1,800 in the UK) and gives you direct senior attention, while agencies start around $2,500 and offer more creative production capacity but less individual attention per account. The right choice depends mainly on how much creative volume you need and whether you require multi-market coverage or a single focused specialist.

The agency-versus-freelancer question is different on Meta than on search, because Meta performance is largely a function of how much good creative you can produce each month.

That changes what you should actually be buying. A Meta ads freelancer and a Meta ads agency are not simply cheaper and more expensive versions of the same service; they tend to be structured around different strengths, and knowing which one matters for your account changes the decision entirely.

Creative volume is the real deliverable

An account that ships eight new concepts a month will beat one shipping two, other things equal. Ask any provider how many creatives they produce, who makes them, and whether editing is included or billed separately.

Agencies with in-house production have a genuine advantage here. Freelancers often direct creative rather than produce it, which works fine if you have someone in-house who can film and edit, or a separate production budget set aside.

Cost comparison

Meta freelancers typically charge $600 to $2,500 a month, or £500 to £1,800 in the UK. Agencies start around $2,500 and rise quickly when creative production is bundled in. Percentage models run 10% to 20% of spend, which can become expensive quickly as budgets scale, since the work required does not usually grow at the same rate as the fee.

Compare like for like: media management only, or management plus creative. The two are often quoted as if they were the same service, and the headline number means very little until you know what is actually included.

Seniority and attention

With a freelancer you get the person you spoke to. With an agency, ask who is actually in Ads Manager weekly and how many accounts they hold. This is where most disappointment originates, not in the initial pitch.

Speed matters on Meta. Creative that should be paused today and is paused next Tuesday costs real money, and a junior account handler managing fifteen accounts is structurally less likely to catch that in time than a specialist managing five.

Measurement capability

Ask both how they would implement Conversions API, deduplicate events and feed offline conversions back. The answers separate people who run ads from people who run performance. If you want to check the answer yourself first, Meta Conversions API setup and Meta Pixel vs Conversions API cover exactly what a competent implementation should include.

If the answer is vague, expect the pixel-only setup that quietly loses a third of your signal, and the inflated cost per lead that comes with it. This is also a leading cause of the complaints covered in why your Meta ads aren't generating leads.

Reporting and communication

Freelancers typically report directly and can explain a decision in plain language within the hour. Agencies often use standardised dashboards and a monthly call, which suits businesses that want structure but can feel slow if you need a same-day answer.

Neither is inherently better; it depends on how involved you want to be day to day, and how quickly your business needs to react to a change in performance.

Questions worth asking either provider

The right questions expose the real operating model faster than any pitch deck.

  • How many new creative concepts will you produce for us each month, and who makes them?
  • Who specifically will be in our Ads Manager account week to week?
  • How would you implement Conversions API and offline conversion uploads for us?
  • What happens to our account, pixel and creative files if we stop working together?
  • Can you show an anonymised example of cost per lead trend over a full quarter?

Risk and continuity

Agencies cover holidays and staff turnover; freelancers do not. Mitigate by keeping ownership of the ad account, the pixel, the creative files and the audiences, and by agreeing a documented handover standard from day one.

Never let a provider run ads from their own business manager on your behalf. If you lose access to your own account, you lose your entire lead history and audience data the day the relationship ends, regardless of which model you chose.

How to choose

Need creative production at volume and multi-market coverage: agency. Need senior strategy, clean measurement and fast iteration on a focused account: specialist. Most small and mid-sized advertisers running a single core market fit the second category more often than the first.

I work as the second, directly with founders and marketing leads, with the Meta Ads management work covering both strategy and the measurement layer. See pricing or book a call to talk through which model actually suits your account.

Frequently asked questions

Is a Meta ads freelancer cheaper than an agency?
Usually, yes. Freelancers typically charge $600-$2,500 a month or £500-£1,800 in the UK, while agencies generally start around $2,500 and rise further once creative production is bundled in. The comparison only holds if you are comparing equivalent scopes of work.
What should be included in a Meta ads management fee?
At minimum: campaign strategy, ongoing optimisation, creative direction or production, conversion tracking including Conversions API, and regular reporting. Ask explicitly whether creative production is included or billed separately, since this is the most common source of quote confusion.
Why does creative volume matter more for Meta than for Google Ads?
Meta performance depends heavily on fresh creative to combat audience fatigue, since the same broad audience sees the same ad repeatedly. Search advertising on Google relies more on keyword and bid strategy, so creative volume, while still useful, is less central to results.
How do I know if an agency will actually give my account attention?
Ask directly who will be in Ads Manager weekly and how many other accounts that person manages. A vague answer, or a handoff to a junior account manager after the sales process, is one of the most common causes of disappointment with agencies.
What happens if I stop working with my Meta ads freelancer or agency?
If you retained ownership of the ad account, pixel, creative files and audience data throughout, very little changes operationally beyond finding a replacement. If the provider ran everything through their own business manager, you can lose access to your lead history and learnings entirely, so agree ownership terms before you start.
Should I choose a percentage-of-spend pricing model for Meta ads?
Be cautious as budgets scale. A 10-20% fee on spend can become disproportionate to the actual work involved once a campaign is stable, since managing £10,000 a month is not necessarily ten times the effort of managing £1,000. Flat monthly retainers are often more predictable for both sides.
